China’s Tech Ambitions Unfazed by Restrictions
Chinese leader Xi Jinping has reaffirmed his country’s commitment to advancing its technological capabilities, despite attempts by other nations to restrict its access to cutting-edge technology. In a meeting with Dutch Prime Minister Mark Rutte, Xi emphasized that creating scientific and technological barriers would only lead to division and confrontation.
The Netherlands, a key player in the global semiconductor industry, has imposed export licensing requirements on the sale of machinery that can make advanced processor chips. This move is seen as a response to the United States’ efforts to block China’s access to advanced chips and the equipment to make them, citing security concerns.
ASML, a Dutch company, is the world’s only producer of machines that use extreme ultraviolet lithography to make advanced semiconductors. China has become ASML’s second-largest market, accounting for 29% of its revenue, as Chinese companies bought up equipment before the licensing requirement took effect.

Rutte’s Visit and the War in Ukraine
During Rutte’s visit, the war in Ukraine was a top priority. China has taken a neutral position on the conflict, providing Russia with diplomatic cover and economic support through trade. This stance has angered and frustrated much of Europe, which sees Russia as the aggressor and Ukraine as the victim.
Rutte urged China’s leaders to use their influence to affect the course of events in Ukraine. However, Beijing has repeatedly accused the U.S. of trying to hold back China’s economic development by restricting access to technology.
